Can this latch be opened from the inside in an emergency if locked?

Yes, you can open the Bauer Products RV Baggage Door Slam Latch part # BA57FR from the inside while the latch is locked. The latch has a threaded section on the inside for you to attach a handle which lets you open the latch regardless of if the door is locked or not.
