Take a look at the video I have linked showing a typical brake controller installation on a 2012 Toyota Tacoma. Our installers chose the lower part of the dash, to the left of the steering wheel and above the emergency brake pedal as the best place. It would be a good place on your truck as well.
The controller needs to be within easy reach of the driver and secured so it will not fall out or get knocked out if you were to accidentally bump it. As long as the location you choose fits the above mentioned requirements and follows the instructions then there is no right or wrong place to mount the controller.
If you have to drill holes make sure you check what is behind the area you will be drilling so you do not accidentally damage anything else.
