2013 toyota highlander limited has 19 inch full size spare tire. Will it still fit and allow me to keep spare?

I have added a photo for you of the # e98858 installed on a '13 Highlander with a full-size spare (your wheel may look a bit different depending on model though), so you can see that it does stay on.
The only other thing I wanted to mention, in case you planned to do some towing with your Highlander and needed a 4-flat trailer wiring harness, is that the correct fit for your vehicle is the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118449.
