can i put an electric bike on the swagman chinook?

The Swagman Chinook Bike Rack for 2 Bikes, # S64683 fits 1-1/4" x 1-1/4" (Class I and II) and 2" x 2" trailer hitch receivers. The weight capacity, per bike, is 45 lbs. with a max tire width of 3". If your ebike is 45 lbs. or less, then yes this will meet your needed ratings. I suggest weighing your ebike with the battery removed. It is always best to transport ebikes with the battery removed.
If you need something with a heavier weight rating then I suggest ether the Yakima HoldUp Bike Rack, # Y02445 for 1-1/4" hitches, 60 lbs. per bike. Or, the 2" hitch version, # Y02443, also 60 lbs. per bike.
