If the wiring is done correctly, chances are the controller has not been set up properly. I can run through the first steps of set up. I will also include a link to the full instructions. Once installed the power and level settings must be adjusted.
First check to see if the controller is installed properly. It cannot be tilted left or right. The nose of the controller can be pitched down -20 degrees or up 70 degrees. If the controller is not in this range, the sensor will not function properly. (see figures in instructions)
Once the controller is mounted properly, the sensor must be leveled and dialed in. When trailer and vehicle are connected light should be green. With the trailer connected to the vehicle on a level surface, rotate power knob (right side) to maximum by rotating fully clock wise. Apply foot brake, and rotate level knob (left side) counter-clockwise until light starts to change to red. Once red, slowly rotate level knob clockwise until light turns orange. Release brake.
At this point the controller has been leveled. Now you will need to adjust power level and fine tune. This information is in the instructions I have included a link to.
I have also included a link to a demo video of the Voyager that will walk you through setting it up.
