We do carry Torklift brand tie downs for your 2004 Chevy Silverado that attach to the truck frame but I would need more info from you to pick them out. What is your bed length? Do you have running boards? Factory hitch?

Thanks for that info. So for a frame mounted set of tie downs you'd want the Torklift part # TLC2205 and # TLC3205 and then for a set of stainless steel turnbuckles with locks you'd want the TorkLift Locking FastGun Turnbuckles part # TLS9529-2-LK.
