If I were you I would strongly consider getting the Curt Hitch # C13135 over the Curt Hitch # C11286. The # C13135 is a Class III hitch that has a 2 inch opening and has much higher towing capacities than the Class I hitch with a 1-1/4 inch opening # C11286 that you referenced.
Not only will you have a higher capacity in case you need to carry more than 2 bikes on a bike carrier (Class I hitches are limited to only 2 bikes) you will have a much larger range of accessories that will work on the hitch of the vehicle.
As far as the Stabilizing Strap part # 18050 that you referenced we have seen some people attach one end of it to the lower edge of the hatch opening and then the other end to the upright portion of the rack. You may have to have the portion that goes on the rack a little lower on the rack so that the strap is pulling straight across instead of at a downward angle.
