Can the Yakima RidgeBack 4 Bike Rack Be Used On the Back of a Vehicle Towed Behind RV

Question:

Im looking at using a Kia Soul as a dinghy vehicle behind an RV. The Kia hitches are 1 1/4inch which this appears may work. The specs say this can be used with flat towed vehicles, but not motorhomes / trailers. Am I correct in thinking this is to mean placed on a Kia being flat towed would be ok - or not because the towing vehicle is an RV / Motorhome?
