Thank you for all the details on your axle and bearings!
Your list of parts is dead on. The Dexter Electric Trailer Brake Kit w/ Parking Brakes # K23-103-104-00 is a great option if you are looking to add a parking brake. If you aren't planning on adding a parking brake you can use the Electric Trailer Brake Kit # AKEBRK-2.
The Dexter # K23-103-104-00 comes with the required hardware, but the Electric Trailer Brake Kit # AKEBRK-2 will require the Mounting Hardware # BRKH7 or two of the Brake Mounting Hardware Kit # BIK-00 you referenced.
The Dexter Trailer Hub and Drum Assembly # 8-173-16UC3-EZ will work with either of the Electric Trailer Brake Kits I mentioned and your current 12" 4 on 4 bolt pattern wheels. The Hub and Drum Assembly will include the correct # L44649 inner and outer bearing, races, grease seal, and hardware for your Dexter 2000lb axle and you will need one for each side of your axle.
To finish off the conversion the Trailer Wiring 7-Way Upgrade Kit w/ Junction Box # HS381-9000 you were looking at will make adding the wiring very simple and will only require you to add the wires from you current 4-way connector to the junction box and run a # 10-1-1 wire from the blue wire in the junction box to one wire on each electric trailer brake assembly and ground the other wire to the frame.
You will want to use Heat Shrink Butt Connectors # DW05745-5 to protect the wiring connections to your trailer brake assemblies from the elements.
I included a few helpful articles and videos for all of the products mentioned for you to take a look at.
