The options for a trailer hitch receiver for a 1995 Dodge Ram 3500 are only dependent on if you have a standard or step bumper, or if you have a deepdrop bumper. Having a dually isn't going to factor into the fit, as the hitches fit both single and dual rear wheel models.
So long as you have a standard or step bumper, the 2 inch trailer hitch that I can confirm fits your 1995 Dodge Ram 3500 dually is the Curt Trailer Hitch Receiver # C15318.
Along with this hitch, if you also need trailer wiring, the correct part is the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118329.
