I may have a solution for you, but there's not going to be a simple way to accomplish this and at the end of the day, it may be more cost effective to simply try getting a new 5th wheel hitch that adjusts high enough to allow you to tow level.

With that said, your best bet would be to start by elongating the spring hangers, which will require cutting the old ones off and replacing them with longer ones. You could likely use something like the Dexter Single-Axle Trailer Hanger Kit for 2" Slipper Springs - 5" Front, 6-3/8" Rear # HAP-105-00, and gain 1-2" in lift from your current setup; you'll want to measure your existing ones to determine exactly how much difference there is in this case. These hangers are designed for slipper springs, so if you've got a different style spring

Once you've elongated the spring hangers, you can add something like the Correct Track Trailer Alignment and 1-1/4" - 2-1/4" Lift Kit - Single Axle # LC87120; this kit will attach to your new spring hangers and provide you with additional lift for the trailer.

Going this route would be the only possible way to get additional lift on your trailer since there isn't an axle lift or over/under flip kit available for 9000-lbs axles like yours. If you can let me know how long your front and rear spring hangers are, and what type of leaf springs you've got, I can see if there are any available that will give you an appropriate amount of lift when combined with the Correct Track Trailer Alignment system.
