A 2000 Ford Explorer did not come with factory brake controller wiring under the dash so you'd have to hardwire the Curt Spectrum part # C51170 that you referenced. To do that you'd need the # ETBC7 which comes with everything needed to make the conversion from 4-way to 7-way and also includes everything needed to wire up the brake controller.
