The Curt Trailer Hitch Receiver part # C13204 that you referenced is a fit for a 2019 Nissan Rogue and it will work with the hands free lift gate sensor. That said, you will just need to make sure you position your foot on either side of the receiver tube but other than that you won't have any issues nor do you really lose much functionality. This is the case for pretty much all vehicles with a hand free lift gate feature.
I have attached an install photo on the above for you as well. If you are also looking for a bike rack then my personal favorite is the Kuat Transfer Bike Platform Rack part # KU24FR because of the open design that makes it much easier to load your bikes on and the lightweight design which makes it easy to take on and off the vehicle.
