First, check your vehicle owners manual to determine the towing capacities of the vehicle. Once you have determined the tongue weight capacity (the amount of downward weight at the trailer hitch receiver) of the vehicle, you will have to compare that to the combined weight of the carrier and gear that you want to carry.
The cargo carrier you can use depends on the trailer hitch on the vehicle. I do not know the year Beetle you have but you most likely have a Class I trailer hitch that has a 1-1/4 inch receiver and 200 pound maximum tongue weight capacity. If the vehicle has a lower tongue weight capacity, you must go by that rating.
Only certain carriers can be used in a Class I trailer hitch and I have included a link to them for you. The lightest carrier is # C18145 hat you have referenced. When used on a Class I trailer hitch, it has a max capacity of 200 pounds. I have included links to the installation details and a video review for you.
