If you are planning on using the Roadmaster Dual Hitch Receiver Adapter # RM-077-6 with a passenger vehicle then you potentially can use a cargo carrier like the Reese # 63153 with a Thule bike rack like the Hitching Post Pro # TH934XTR. The only draw back to this though is that I don't think that you are really going to be able to utilize the cargo carrier with the bikes installed as they will be sitting over most of the cargo carrier tray.
There are a few things to note with this situation though. First is that Thule does not recommend using their bike racks on trailers or RVs so you have to be using this with a passenger vehicle according to Thule. Secondly, the adapter will reduce the tongue weight rating of your trailer hitch in half. Even if your tongue weight rating is 500 lbs the adapter reduces it to 250 lbs and then you have to account for the weight of both the bike rack and the cargo carrier. If we estimate this at a combined 100 lbs this leaves you with 150 lbs for your bikes AND any cargo you want to load into the carrier.
We do have a multitude of ways that you can accomplish your goal of carrying 4 bikes and having some additional cargo carrying space but I would need to know the year/make/model of your vehicle to give you some specific recommendations.
