Item # VA0445-37 Are the measurements of the overall flange, 16inch X 16inch and top of the garnish 13 1/2inch x 13 1/2?

The Ceiling Garnish for Ventline Roof Vent # VA0445-37 has a flange edge to edge measurement of 15-7/8 inches. The top of the garnish on the inside is 13-1/4 inches square and outside edges will be about 13-1/2 inches square but steps out closer to the base trim. It is designed to fit the traditional 14-1/4 inch square vent openings.
