The Grande Cherokee Trailhawk I am looking at has OEM hooks to attach the safety cables. Are the usable or do I need something on the base plate.

Most likely it would be fine to use the tow hooks of your Grand Cherokee Trailhawk for safety cables when flat towing but we have to recommend you stick with Roadmaster's recommendation and use the tab on the base plate like in what I attached a picture of.
