What type of brake controller do you have? Is it a proportional or time delayed? Also, are you using the brake pedal or the manual override? If you have a proportional brake controller and you are using the manual override then you should see a full 12 volts or very close. If you have a proportional brake controller but are using the brake pedal then this is normal as the vehicle is not in motion and that's how the controller adjusts braking power.

If the controller is bad then for replacement, I recommend the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885. This is our best selling brake controller hands down and has a ton of great features like continuous diagnostic checks and integrated safeguards. It also has a lifetime warranty so it will be the last one you need to buy.

I have attached a review video for you as well.
