The 118248 does not fit my 2006 highlander hybrid limited with tow package. Is there another option? The oem plug in will not accept the 118248 plug.

Sounds like you don't have the tow package on your 2006 Toyota Highlander which is why the part # 118248 does not fit. For your Highlander, non-hybrid, with factory tow package, the correct wiring harness is the Tekonsha # 118248.
