The B&W Tow & Stow 2-Ball Mount # BWTS10033B referenced in your question is designed for 2 inch trailer hitch receivers. As long as you have a 2 inch receiver installed on your truck, this will work great for your 2004 Chevy Silverado.
This is a really great ball mount that features a stowable design that will allow you to store both the ball and mounting platform underneath the truck when not in use. It includes a 2 inch and 2-5/16 inch hitch ball. The adjustable height will provide you with a rise of up to 3-1/2 inches or a drop of up to 3 inches.
For a locking hitch pin, I recommend our etrailer.com lock # e98882. This stainless steel hitch lock will secure the ball mount to your hitch receiver and also help to deter theft.
