If the light bulb is disconnected from the socket, there should not be any continuity between the running lights (brown wire) and the ground (white wire). It sounds to me as if you may have a shorted or pinched wire somewhere along in the trailer's wiring harness either on the brown or white wire.

You will first want to visually inspect both wires coming from the trailer connector unto the trailer lights. Be sure to seal any loose or broken connections. The next thing you will need to do is re-ground the trailer. You can do this by tracing the white wire back from the connector until you find a suitable bare metal surface on the trailer frame in which you can attach the ground wire to.

Once a visual inspection is complete to which no loose or damaged wires are found, you will need to route a new running light wire from the back of the connector to the running lights on the trailers frame.
