Curt Clamp-On 3 Bike Rack for 2" Ball Mounts - Towing Item # C18013 can be used on a weight distribution shank as long as there is enough free space between the face of the hitch receiver and any support gusset or other part of an assembly on the weight distribution shank. The rack needs 1-1/2" of space or more on the shank to fit.

The part you referenced is just a replacement part from a bike rack but we do have the Curt Clamp-On 3 Bike Rack for 2" Ball Mounts #C18013 which you could attach to the shank of your tow bar to allow you to carry up to 3 bikes.
