To use a 3 bike rack, you will want a larger hitch. The Class I hitch you referenced 60869 will only allow 2 bikes to be carried on a 3 bike rack and has been discontinued. I recommend you upgrade to the Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2 inch # 75547 that will give you a much greater capacity as well as many more accessory options.

For a bike rack, I have a couple recommendations:

For a 3 bike hanging rack, I recommend the Thule Helium Pro 3-Bike Rack - 1-1/4" and 2" Hitches - Tilting - Aluminum # TH9043PRO. This carrier has a very lightweight design weighing just 19.5 lbs. It is very sturdy and has cradles that secure your bikes at 3 point to eliminate contact with your vehicle and the other bikes. I has an integrated locking hitch as well as a cable lock that are keyed alike. This carrier can also be tilted away while loaded for easier cargo access. If you have any step-through frames, I recommend using an adapter bar like # 64005 for level transport and greater ground clearance.

For a platform style carrier, I recommend the Kuat Transfer V2 Bike Platform Rack for Fat Bikes- Wheel Mount # KU24FR. This rack gives you the versatility of bike styles as well as a convenient folding design. It has adjustable cradles and the ratcheting hooks hold the bikes by the front wheel and not the frame. I recommend using lock set # PTSCLK13 with this rack to secure everything. This carrier weighs 52 lbs and has a nice tilting feature for cargo access with bikes loaded using a foot pedal.
