How Does Kat's Heaters Plug Cover for Power Cords KH28405 Install on Frost Plug Heater

I do a lot of driving on snowy, salted road conditions. Only have the photos to go on, but looks to me like the slot in the tab on the end of the restraining strap needs to be put over the cord before the plug is attached. How do you attach it for a replacement plug cover for an existing installation?

You would have to remove the cable portion of the Kat's Frost Plug heater like # KH11484 so that you can slip the loop end of the part # KH28405 over it. Then you would plug the cable back in.
