The first thing you will need to do is make sure you have the correct trailer wiring harness that fits your 2005 Saturn Ion. The Curt T-Connector, # C56036, is the confirmed wiring harness for your Ion. The harness plugs in to existing OEM plugs on the car. The harness also includes a converter to match up the trailer's wiring with your Saturn's wiring.
The Saturn runs two wires for brake and turn signals, while the trailer run one wire for both turn and brake lights. The converter helps the signal go from two wire to one and allow the trailer brake lights work. Using a tester like # PTW2993 will help you detect the signals coming out of the trailer connector.
If you have this harness already and you are getting all the proper signals coming out of the 4-flat pole trailer connector, then it sounds like you might have wired the trailer incorrectly or you have a bad ground. You will have to double check you wiring and that all your connections are clean of rust and connected to clean bare metal on you trailer.
I have linked an article on trailer wiring that shows typical wiring diagrams for trailers and on the vehicle side trailer connector.
