The MaxxTow 30x50 Cargo Carrier that you referenced is most likely not big enough for your application. It also has a 2 inch receiver shank, so it won't work with your 2013 Kia Soul.
The trailer hitch receiver I recommend for your 2013 Kia Soul is the Draw-Tite Sportframe Trailer Hitch Receiver Class I - 1-1/4" # 24839. This will have a maximum tongue weight of 200 lbs but your total capacity including tongue weight for your vehicle including occupants and cargo is 849 lbs according to the owners manual.
There are only 2 carriers that will work with this hitch and they aren't wide enough for your snow blower. Your options are the 20x47 Pro Series Cargo Carrier for 1-1/4" Hitches - Steel - 300 lbs # 63155 or the 20x48 Curt Cargo Carrier for 1-1/4" and 2" Hitches - Steel - 300 lbs # C18110. Remember the weight of the carrier is included in the tongue weight rating of 200 lbs, so your cargo and carrier will need to be under 200 lbs combined weight.
