Hitch Adapter that Allow Hitch Bike Rack and Trailer Towing
Question:
Will the Roadmaster Dual Hitch Receiver Adapter, 4inch Drop/Rise work for towing a 1400 lb Aliner Scout in bottom receiver with a 09 Forester AND a Thule bike rack in the top receiver? Is the towing capacity compromised in any way?

What you want is the part # D210 as it can have a bike rack installed in the upper hitch opening and then tow a trailer with the lower ball mount platform.
The part # RM-077-4 that you referenced can only be used when flat towing a vehicle and not for trailer towing.
