Capacity of Hitches Made for 2003 Subaru Baja

Why isnt there a 2inch receiver for a 2003 Subaru Baja?

Trailer hitch manufacturers design hitches for vehicles to more or less match the vehicle's own capacities. There would be no value to put a hitch with a higher capacity on a vehicle that cannot offer the same weight/towing capacity. In the case of your 2003 Subaru Baja the vehicle's own weight capacities are such that only light-duty Class I hitches are made for it.
A Class I hitch can handle a compatible Class I hitch rack of up to 2-bike capacity (but no more than 2) like the Curt # C18085, or a Class I cargo carrier like # C18110. If your Baja owner's manual says the vehicle can tow then you can use a Class I ball mount (see linked page and article) to tow your trailer.
