Output Voltage Difference With Tekonsha Primus Brake Controller
Question:
At the plug and controller get 4.3 v if manual I get around 12 volts may be testing wrong doses fill like the trail is helping the truck to stop it is a primus I turn the gain up

The internal sensor is what determines how much output current is sent to the brakes. It will not have much current as you tested when the vehicle is not moving.
When the manual override is applied you will see 12 volts just as you found out. If the brakes are working when towing and slowing or stopping as it should the Primus, part # TK90160 is working properly.
