The necessary wires to install a multi-tow connector such as # HM11141144 can likely be found above the spare tire on your 1998 Chevy truck. If it is anything like the 1999 models the yellow wire is the left turn and brakes, dark green wire is the right turn and brakes, brown wire is for the taillights, and white is the ground. Often if the loom is cut back, two more wires will be found. The light blue wire provides a lead for a camper shell brake light so you would not need it. The other, a light green wire, is for the reverse lights.
But you will need to verify these wire colors and functions using a circuit tester such as # PTW2993.
You would have to manually hardwire in the wiring for the 12-volt circuit and trailer brake output if needed using about 20 feet or so of wire # 10-2-1 sold by the foot, a 40-amp circuit breaker # PK54540 for the 12-volt circuit, and a 30-amp circuit breaker # PK54530 for the brake controller. You can then follow the relevant parts of the instructions I have linked to complete the installation.
For a brake controller I recommend the P2, # 90885, because it's easy to set up and use and it is reliable.
