Both tire sizes you referenced, 5.30-12 and ST145/R12, fit on the same 4-inch width rims. Both tire sizes have an overall diameter when inflated of a bit over 21-inches. The linked article on tire sizing may be of interest to you.
Switching from a bias ply to a radial tire offers several advantages. A radial tire flexes more than a bias tire, giving it better ground contact, traction, stability, and tread wear. A radial tire will normally run cooler than a bias ply tire, especially when the tire is under a load. A tire that runs cooler will last longer. A bias ply tire has a stiffer sidewall than a radial, a feature that might be useful for off road applications like farm use. At one time radials were more expensive than bias ply tires, but now they are closer in price. This makes radials a much better value.
You can certainly change to a higher load range tire; this will also help them run cooler since they will not be operated at their maximum capacity but doing so does not increase trailer weight capacity. Trailer tires should always be inflated to their maximum psi pressure as noted on the sidewall.
