Does Adding an Axle to a Trailer Double its Capacity  

Question:

If you have a tandem axle trailer do you double the load of the axle rating as to how much weight the trailer can haul? Do you also take the leaf spring rating x 4 to the correct ones

The axle capacity for a trailer does double when you add a second one to a trailer. This does not mean the trailer has double the capacity since the frame of the trailer may have the capacity. A trailer's overall capacity is only as strong as it's weakest link. That could be the axles, tires, suspension, trailer frame, coupler, etc.

The best way to pick out leaf springs is to pick a set that matches the capacity for the axles/trailer the best. If you have 3,500 lb axles you would want to use a 3,500 lb axle leaf spring. Check out the help article I attached on trailer suspension as well.
