The Curt front mount receiver # 31241 and the bull bars available for your 2012 Nissan Frontier install on the bottom of the truck frame in the same location. You can have one installed at a time. The hitch attaches directly to the bottom of the frame and the bull bars have brackets that attach to the bottoms of the frame.
While it is possible that the bull bar brackets can be sandwiched between the frame and the hitch, or the hitch between the brackets and the frame, the products are not tested or rated for that installation so it would be an at your own risk type of situation. It is because of this that I advise against it.
I have linked instructions for the hitch and for Westin Bull Bar # 32-1695 so you can see what I mean.
