A manual chair like yours technically could fit onto a trunk bike rack like the Saris Guardian, part # SAR93FR, but I don't recommend that this is a direct solution. The wheel will hang slightly lower than it really should safely and potentially scrape on the ground and could damage the vehicle or the wheelchair itself.

The Curt trailer hitch receiver, part # C11405, has a shipping weight of 45 pounds. That includes the hitch, hardware, and shipping materials. The shipping materials don't amount to much so the hitch and hardware weigh just a bit under the 45 pounds. The Draw-Tite hitch that also fits your 2017 Ford Mustang, part # 24928, is 43 pounds for shipping so it's just a little less than the Curt.

However you should make sure that the combined maximum load rating is higher than the weight of your loaded trailer. With that being said, I can not recommend that you drive 70-75 mph and go over the speed rating of the tire. No, that one won't but I have one that will. It is the Draw-Tite Trailer Hitch item # 24687. This hitch is confirmed to fit the 1997 Ford Mustang GT with dual exhaust. This is a class I hitch with a 1-1/4" receiver. This is the highest capacity hitch available for your car.

The Fulton F2 trailer jack # F1413230134 can get pretty low. I went out to the warehouse and pulled one of these jacks to measure it.
The mounting bracket is adjustable so with it in the lowest position from the bottom of the foot to the bottom of the u-bolt hole using the small u-bolt measures 3-7/8 inches. With the bracket all the way up it is 17 inches.

I spoke with my contacts at Curt and Draw Tite to track down the dimensions you requested. I was able to get a dimensional drawing from Draw Tite that has what you asked about plus more as well.
For the Curt they state that the first dimension you are looking for is 7.6 inches, the second 5.1 inches and the third 7.2 inches. Looking at the picture of the Draw Tite it looks to be 8.4 inches, 6.96 inches, and 7.273 inches.
