I did some checking and yes, your 2015 Kia Soul with a manual transmission is flat towable. You'd first need a base plate kit with the Roadmaster # RM-522114-5.
In addition to the base plates, you will also need a compatible tow bar, safety cables, lighting, and supplemental braking to flat tow your vehicle.
