I took a look at the owner's manual for a 2013 Kia Soul and it states that in order to find out the vehicle's weight capacity you'll need to find the placard on the driver's side door jamb that will tell you what the combined weight of the occupants and cargo can be.

The only trailer hitches available for a 2013 Kia Soul are Class I that have a 200 lb tongue weight capacity and 2,000 lb towing capacity such as the Draw-Tite # 24839, which is our most popular option for your vehicle. The recommended ball mount to use with this vehicle is the Draw-Tite # 3593 which comes with a pin and clip. You are also going to need a hitch ball, either the 1-7/8" # 19256 or 2" # 19258. To add a wiring harness you can use the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118637.

Depending on the dimensions of your mobility power chair a trailer that may work for you is the Detail K2 Mighty Multi Utility Trailer # K2MMT4X6. This trailer has a GVWR of 1,600 lbs, a payload capacity of 1,295 lbs, a coupler that works with a 1-7/8" hitch ball, and bed dimensions of 72" long x 48" wide x 7-1/2" tall as you can see by the accompanying photo. The rear tailgate also folds down and can be used as a ramp for easier loading and unloading.

I've added links to video reviews of each of these parts for you to take a look at as well.
