The Curt # C67FR does have better ground clearance than the Draw-Tite # DT25GR for your 2020 Kia Soul. The reason you have to make a cutout for the Draw-Tite and not the Curt is because Draw-Tite decided to add a plate between the crossbeam and the receiver whereas the Curt has the standard downtube (see attached).

The part number TH991001 you referenced is a version of the Thule Raceway that is not sold in the US whereas the part # TH9001PRO is sold here and is a fit for your 2011 Kia Soul so it would be the way to go. It's better to have the capacity and not need it, than wonder "where will we put this third bike?" The extra weight capacity of the 3-bike version will also pay off in the long run since they're designed to be slightly sturdier than the 2-bike versions. The main downside is the extra length so keep that in mind when you're parking or backing into spaces with just the Kia Soul.

For Class I hitches like the Draw Tite part # 24915 which is a confirmed fit for your 2018 Kia Soul you have to go with the recommended ball mount by the manufactuer otherwise the warranty of the hitch is voided. So for your vehicle you have to use the ball mount # 3593 which has a 2-1/8 inch rise.

The wiring harness option for LED bulbs is for the vehicle not the trailer. So you will be choosing a harness on whether the 2013 Kia Soul has LED lights or not. When you click on the harnesses available you'll notice that some are the same for LED or non-LED. For example, the Tekonsha # 118637 is confirmed to work with or without LED lights.
