From the top of the hitch opening of the Curt hitch part # C12091 that you referenced down to the ground measures 10-1/4 inches when we installed this hitch on a similar 2016 Ford Fusion as yours.
With your trailer level measure from the ground to the bottom of the coupler lip. Whatever the difference is between that and the 10-1/4 inch dimension is the amount of rise/drop you'll need.

I wasn't exactly sure which dimensions you need so I took a few basic ones. Take a look at the diagram I put together. The three bolt holes along each side are spaced an inch apart center on center an the two going across the majority of the bracket are about 7-1/8 inches apart.
