Sounds like you are asking if the ground wire of the 7-way that comes with the # ETBC7 requires a lock washer when attached to your vehicle and the answer to that would be no. Using this to install a brake controller does require wiring depending on what circuits you need active. If you need the 12 volt accessory circuit active you'd need to run the wire up to your vehicle battery. If you need the reverse light circuit you'd need to tap into the reverse light circuit.

I do have a great solution for you, however the Curt T-Connector Wiring harness # C55384 that you referenced will just tie into the existing factory tow circuits on your Expedition so it would lead to the same issues.

I would first recommend to check the GVWR (Gross Vehicle Weight Rating) on your 25 foot enclosed car trailer. It should be much higher than the 3,000-lb rating you mentioned. Most 25 foot enclosed car trailers should have at least a 6,000-lb GVWR or higher.
Many times adjusting the way that the trailer is loaded can help minimize trailer sway. You will also want to make sure that your trailer is as close to level as possible.

The new Ford trucks do have the smart tow package which makes the activation of the 7-way circuit sometimes challenging. The mirror face of the # CM11600 is 4-7/16" wide whereas the # KS81600 is 4-5/8" wide. It's not a huge difference but the # KS81600 is slightly wider.

Sounds like you do not have any trailer wiring at all on your 1999 Ford Expedition and want to install a 7-way. You will need a 7-way and a 4-way to accomplish this.

The integrated brake controller should have a harness that comes out of the back of it that you can trace down to where it plugs into the vehicle's brake controller install port. If you unplug that you can plug in an aftermarket harness like the Redarc # 331-TPH-007 which would let you install the Redarc Tow Pro Liberty part # RED24FR which performs really well and unlike most brake controllers only puts a small knob on the dash so it's pretty similar to the integrated style of controller... view full answer...
I suggest one of our universal-fit towing mirrors for use on your 2013 Ford Expedition EL. We have several options for you and the type and size of trailer might make one type or another a better option.

You might try a more consistent scale as a 2 lb fluctuation is pretty big. Most likely you are seeing 36 lbs as an exaggerated figure like if the bike was pushed on it slightly though so I would assume you'd be under the weight capacity of the XC2 part # S64650.
