Can Hydraulic Drum Brake Kit # AKFBBRK-7-D be Used with Electric Over Hydraulic Actuator

I plan to install these on my boat trailer which currently has surge breaks. However, I want to convert to electric over hydraulic. Will that work with these?

Yes, the Hydraulic Brake Kit # AKFBBRK-7-D that you referenced will work with electric over hydraulic actuators. For drum brakes the best actuator is the Hydrastar part # HBA-12 as we have found that it reacts very quickly and is very reliable.
