The cutout on your frame is different from what we have seen. It does appear to be smaller. You'd want to use a dremel or rotary tool to enlarge it slightly till you can pass the bolt and spacer of the Curt Hitch part # C11377 through.

There should be no problem using the spacers that came packaged with the Draw-Tite Sportframe Trailer Hitch Receiver, part # 24912. The spacers are designed to keep the bolt from slipping through the frame rail when installing. The shape of the spacer may have changed a little but the function remains the same. If the carriage bolt is secure when pulled through the hole in the spacer and then through the frame rail you have nothing to worry about.
