As-is, there is minimal theft deterrent with the Curt Clamp-On 3 Bike Rack # C18013; Other than inconvenience. The rack can be a little cumbersome to break down as there are a couple steps needed and those steps are made more difficult with bikes loaded because you have to use the handle and knob on the crossbar to get the rack to start collapsing again to remove it from the draw bar. On a flat 4-way connector, the standard function is Green is the right turn signal and brake, Yellow is left turn signal and brake, White is ground, and Brown is the running lights, used when the headlights are on.
You may want to test the wires for function just to be sure. You can use a circuit tester like part # PTW2992 for that.

Your Tekonsha Primus IQ brake controller will remain on to store store your settings. The power draw wouldn't be enough to drain the battery unless you were leaving it sitting for months at a time so you really don't need to worry. If you want to cut the power you can just remove the connector in the back of the controller to cut the power.
