Troubleshooting Electric Over Hydraulic Actuator that Runs Constantly When Connected to Tow Vehicle

When I plug my breaks up the pump is steady running

What you will need to do is test the brake output circuit of the trailer connector on your tow vehicle with a circuit tester like # PTW2993 to see if there is a constant voltage that is getting applied to this circuit. It should only have voltage when the brakes are on, just as your actuator should only be running when the brakes are being applied.
There could be voltage on the brake output circuit because there is a short somewhere on the trailer wiring circuits, look for shorts or corrosion on both the trailer connector and the tow vehicle's connector and fix as necessary.
If you have a 6-way trailer wiring connector the problem is most likely due to the fact that there are two accepted ways to wire up a 6-way. The only difference is that the 12 volt circuit and the brake output circuits are swapped. Check out the diagram I attached to see which two circuits you would need to swap.
