Can you carry a surfboard on top of Thule Force L cargo box?

Rooftop cargo boxes like the Thule Force L # TH6356B that you referenced are a great way to transport cargo items that need protection from the elements. However, these ABS plastic cargo carriers are not designed to bear any weight, only to carry the specified cargo weight of what is loaded inside them. I cannot recommend placing anything on top of this or any other plastic cargo box.
Transporting any rooftop cargo on a vehicle requires that you observe the vehicle's maximum rated roof weight capacity as listed in your owner's manual or as advised by your dealership. It is important that you not exceed the vehicle's capacity. It is possible that a surfboard. the carrier and its contents together could weigh more than the vehicle can handle.
