looking for the distance from center of mounting point, to bottom of outer tube. and length of exposed inner tube when fully retracted from bottom of outer tube to top of weld for foot.

There is roughly 1/2" of exposed inner tube on the Round, Pipe Mount Swivel Jack # TJP-5001S-B exposed the bottom of the outer tube. This will give you a length of 9-3/4" from the center of the pipe mount to the bottom of the tube.
