Question:
My wheel hub hole is 2.25, I have 5 lugs, from 1 lug to the next one is 2.25, 1 lug across is 3.5, width of the rim is 4.5, the diameter is 14, the tire currently on the wheel so hard to get exact measurements, tire on wheel is a 155/80R13/79T, tires on trailer when purchased. The wheel is rusted and wont hold air. Is the tire the right size for the wheel? What correct wheel size is on the tire given my calculations?

Our Dexstar Conventional Steel Wheel # AM20212 sounds like the closest wheel we have to the wheel on your trailer. This wheel has a 2.62" hub hole with 5 on 4-1/2" bolt pattern. With the wheels being lug centered it does not have to fit perfectly on the hub center to locate on the center of the hub. Since wheels measure the diameter and width inside the bead seat this explains why you have a 155/80R13 tire mounted on a tire with a overall diameter of 14". As far as the tire being the correct size for the wheel I would need to know exactly what model tire it is to verify wheel fitment sizes with the manufacturer. The Karrier ST175/80R13 Radial Trailer Tire # AM10210 is our closest to your tire size and this tire fits on 4-1/2" to 5-1/2" wide wheels.
