Will the Swagman Original Bike Rack Require the Use of a Stabilizer Strap
Question:
If i buy a Curt 13703 adjustable travel trailer hitch and add this rack with 2 bikes will have to to buy straps to stop the bouncing or is this setup strong enough ??

The Swagman Original Bike Rack part # S64152-2 that you referenced is rated for use behind your travel trailer and would not require the use of a stabilizer strap like part # 18050.
Using the strap would only help, but as long as you are below the weight capacity for the rack you would be fine.
