For your 2013 Chevrolet Impala, the Curt Trailer Hitch, part # C12252, is a good fit. This requires no drilling for installation and has a 1-1/4 by 1-1/4 inch hitch receiver opening. This is a Class ll hitch.
I did some research and found that the maximum towing capacity for your Impala is 1,000 lbs. Tongue weight is approximately 10 percent of the towing capacity so you can carry about 100 lbs, including the weight of the carrier you place in your hitch. You will want to either consult your owners manual or with your dealership to find out what the maximum tongue weight capacity of your Impala is.
The carrier you referenced, The Curt Cargo Carrier, part # C18110 weighs about 30 lbs, so you would be able to carry about 70 lbs on the carrier to stay within the tongue weight capacity.
If you do not have a 4-way connector at the back of your vehicle, I recommend the Tow Ready Custom Fit Vehicle Wiring, part # 118417. This easily installs a 4-way trailer connector on your Impala with this wiring harness. The T-One connector plugs directly into existing wiring, meaning there is no cutting or splicing.
