The Ultra-Fab 2 inch Motor Home Trailer Hitch Receiver, part # UF35-946402, can be mounted either on the top or on the bottom of the bumper. It would depend on what you plan on using this adapter for and the clearance you would need. You will want to make sure you do not exceed the weight rating of your RV bumper. The maximum towing capacity of this hitch is 3500 lbs and the maximum tongue weight is 350 lbs.
I have attached a composite photo that shows this receiver hitch installed both ways, with one being mounted on the top and one mounted on the bottom.
