I have a 4 in. bumper and was told to reinforce it with a 1/4 in. angle 1/4x3 would the width of the u bolts allow Me to add the extra 1/4 inch

I went and pulled a Ultra-Fab 2 inch Motor Home Trailer Hitch Receiver # UF35-946402 from our warehouse to measure the distance between the u-bolt and found that dimension to be right at 4-1/4 inches.

You will have to compare that dimension to your setup to determine if it would be wide enough.
